As a professional carpet cleaner in Tampa FL I can tell you that these two ingredients do a great job of cleaning out carpet stains, but the way they are being used in this video is a little backward and the they did not do a final rinsing of the stain to get out the baking soda and vinegar.
First, These two ingredients are very safe to use. Neither one is toxic and they are used regularly in many cooking recipes. They're safe for your carpet as well. They have a low pH and are color safe for most carpets. I would still suggest testing a small area of carpet before using this solution on any stains in your carpet.
Removing carpet stains with vinegar and baking soda is a great way to get tough stains out without putting your carpet at risk. However, I would apply the baking soda to the carpet spot first then spray it with vinegar to get the bubbling action that works so well to remove stains. Shake the baking soda on the carpet and then lightly brush or tamp it into the carpet. Then using a spray bottle apply the vinegar. Then, let it foam for about 30 seconds then start to blot up the stain with a a white cotton towel. This should remove the stain. I also recommend spraying the spot with plain water to rinse out the remaining baking soda. Then blotting it one more time to leave it clean and dry.
